A special use permit was approved for Blue Sky Buds LLC (Bricks Cultivation) to operate a medical marijuana dispensary at 121 South Main Street. The business is relocating from 135 South Main Street.

A map amendment was approved to rezone property at 701 Highpoint Drive from multif-family intermediate and commercial general to commercial business, allowing for the conversion of existing apartments into condominiums.

A map amendment was approved to rezone property at 3118-3124 East 4th Avenue from small lot single family to two-family and multifamily districts, bringing an existing quadplex into compliance and allowing for future development.

Resolution CC-2025-1, establishing the Stillwater Regional Airport rates and charges schedule, was adopted. This included administrative changes and a meaningful change to airport rescue firefighting response fees for Index A charters.

Resolution CC-2025-2, a joint resolution approving the Stillwater Data Center Economic Development Agreement with Kipper LLC, was adopted. This agreement outlines the framework for the initial two phases of a data center campus, each representing a minimum $500 million investment and 30 jobs.

Ordinance 3553, rezoning 3118-3124 East 4th Avenue from small lot single family residential to two-family and multifamily districts, was advanced to its second reading.

Ordinance 3546, approving and adopting the Stillwater Data Center Economic Development Project Plan and supporting incentive districts, was adopted with an emergency clause. This ordinance establishes incentive districts and tax exemptions for the data center project.

Ordinance 3551, rezoning 1324 East 6th Avenue from commercial general to commercial shopping planned unit development, was adopted.

Animal Welfare Facility General Obligation Bond

Proposed funding for a new Animal Welfare facility through a general obligation bond, to be put to a vote on April 1st, 2025. The total project budget includes construction costs, bond issuance costs, IT equipment, design services, FFN, and a contingency.

PCA Storm Recovery Collection

The collection line for the PCA storm recovery, related to the Storm Uri energy bill, has been fully collected and will no longer appear on utility bills. The community helped share in the cost of a $7 million bill.

Rural Fire Service Contract

Annual fee for residents living outside city limits but within the Stillwater fire department's response area to ensure response fees for fire incidents do not exceed $2,000. Without a contract, residents are responsible for the full service fee.
