January 14, 2025 City Council Meeting

A special permit was approved for Blue Sky Buds LLC (Bricks Cultivation) to operate a medical marijuana dispensary at 121 South Main Street. The business is relocating from 135 South Main Street.

A request from Jason Johnson to rezone property at 701 Highpoint Drive from multi-family intermediate and commercial general to commercial business was approved to allow for the conversion of apartments into condominiums.

A request from Pioneer Investment Group LLC to rezone property at 3118 through 3124 East 4th Avenue from small lot single family to two-family and multi-family was approved to bring an existing quadplex into compliance and allow for future multi-family development.

Resolution CC-2025-1, establishing the Stillwater Regional Airport rates and charges schedule, was adopted. This included administrative changes and a meaningful change to recoup costs for Index A firefighting response fees.

Resolution CC-2025-2, a joint resolution approving the Stillwater Data Center Economic Development Agreement between the City, Stillwater Economic Development Authority, and Kipper LLC, was adopted. This agreement outlines the framework for a data center campus with potential for six phases, each representing a minimum private investment of $500 million and 30 high-quality jobs.

Ordinance 3546, approving and adopting the Stillwater Data Center Economic Development Project Plan and supporting incentive districts, was adopted with an emergency clause. This ordinance establishes incentive districts, tax exemptions, and provisions for payments in lieu of taxes and community betterment payments.

Ordinance 3551, rezoning land at 1324 East 6th Avenue from commercial general to commercial shopping planned unit development, was adopted.

Stillwater Animal Welfare Facility Bond

Proposed general obligation bond for the construction and associated costs of a new Animal Welfare facility. Discussion included 10, 15, and 20-year term options, with a 15-year term being recommended for a resolution at the next meeting. The estimated maximum levy for a $100,000 house would be $26.50 per year.

PCA Storm Recovery Collection

The collection line for the PCA storm recovery on utility bills has been paid in full and will no longer appear on future bills. This recovered costs from Storm Uri two years prior.

Rural Fire Service Contract

Annual fee for residents outside city limits but within the Stillwater fire department's response area to ensure response fees for fire incidents do not exceed $2,000. Without a contract, full service fees (potentially thousands of dollars) are charged.
