Refinancing of pcda debt

Refinancing resulted in $2.9 million gross savings ($2 million present value), reducing the interest rate from 4.6% to 1.97%.

General Obligation (GO) Debt

The city currently has no outstanding General Obligation debt.

Sales Tax Debt

Two sales tax debts (2011a, 2011b) are outstanding, secured by a 7/8 of 1 cent tax, and are scheduled to be paid off by 2016. Shawnee's sales tax rate is noted as the lowest compared to similar cities.

Utility System Revenue Debt

Total outstanding debt from Oklahoma Water Resources Board loans is $18.5 million, with interest rates ranging from 0% to 3.15%.

Sales Tax Report

Sales tax was down $180,000 (12.77%) from last year, primarily due to a $170,000 payback after St. Anthony's amended a return. The actual decrease was $10,000 (less than 1%), with the overall budget year-to-date 1.7% above budget.

City Employees Pension Plan Reform

Proposal to reform the city's pension plan for non-union employees, moving from a defined benefit to a defined contribution plan. Aims to reduce a $6 million unfunded liability and lower city costs from 25% to an eventual 8% of pay. Initial first-year savings estimated at $400,000.
