March 19, 2015 City Commission Meeting

An ordinance to rezone approximately 55.5 acres north of Walmart on Union Street from A1 rural agricultural to C3 automotive and Commercial District was approved. Staff recommended approval, noting conformance with the comprehensive plan and surrounding zoning.

An ordinance to rezone approximately 12 acres at 1500 East Independence Street from A1 rural agricultural to R1 single family residential was approved. This is for the Tamarack The Village development.

The preliminary plat for Tamarack The Village, proposing 42 single-family dwelling units on 12 acres, was approved with six conditions, primarily addressing drainage concerns.

The final plat for Golden Acres Cottages Two, comprising 15 multi-family units on 1.7 acres, was approved with five conditions. The development includes a common private drive and will have six-foot sidewalks on MacArthur Street and four-foot sidewalks on Wiley Street.

The preliminary plat for Shawnee Automall Edition, featuring four car dealerships on a 21-acre site, was approved with conditions, including right-of-way dedication for future road improvements to address traffic concerns.

A resolution approving an amended and restated trust indenture for the Oklahoma Municipal Retirement Fund (OMRF) was approved. This amendment will allow daily valuations and accounting for defined contribution plans, enabling employees to make daily investment election changes and view real-time account balances.

The commission voted to draft a final resolution for the VSI contract incorporating three specific changes: reducing spending limits from $10k/$20k to $5k/$10k, changing the termination notice period from 180 to 90 days, and including a conflict of interest provision in the contract. This revised draft will be sent to VSI for approval.

An agreement for legal services with Barbara Roush, related to the protection and expansion of the city's utility services, was approved. The agreement is for services on an as-needed basis at $100/hour, with no minimum or maximum.

Sales Tax Report

Sales tax collections for March 2015 were up 2.14%, totaling $1,292,000. A large use tax is expected from big box deliveries, and Hobby Lobby revenues will be reported net of contract payments.

C3 Construction's bid for the Boy Scout Park splash pad installation and concrete pad was recommended and approved, contingent on bid tab verification. Equipment has already been purchased.
