Municipal Facilities Authority (MFA) Net Position
Slight decrease of $178,000 from last year. Strong financial position, primarily supporting health insurance and workers' compensation funds.
Public Property Authority (PPA) Net Position
Decrease of about $4 million from last year, mostly due to depreciation and capital assets. Golf courses and fairgrounds show negative net positions due to debt and operational structure, but overall position is strong.
Environmental Assistance Trust (OCEAT) Net Position
Improvement of $4 million from last year, attributed to strategic efforts by the utilities department staff.
City's Comprehensive Annual Financial Report (CAFR) Net Position
Increase of $112 million from last year, with total assets increasing by $163 million due to bond sales and unexpended MAPS funds.
Governmental Funds Ending Fund Balance
Increase of $132 million, with $105 million unassigned. General fund balance is $130 million, with $120 million unassigned.
Fiduciary Funds (Retirement Systems) Total Assets
Increase of over $90 million from last year, primarily from investment earnings. Employee Retirement System is 101% funded, but post-employment benefits trust is only 6% funded, requiring continued adjustments.
Hotel Tax Ordinance Changes

Section 108 Loan Program
Detailed explanation of the federal loan guarantee program, which uses cdbg funds as collateral for long-term financing of community development projects. Current capacity is about $18.6 million, with $6.9 million under review for the 21c project. Past uses include Scene Hotel, Dell, Climate Craft, League for the Blind, and Gold Dome.
