Meeting Summary
The meeting primarily focused on a comprehensive review of water connection fees and potential rate increases to fund critical infrastructure projects, including advanced metering infrastructure, disinfection, and pipe replacement. Three alternative future water supply options were presented with their corresponding connection fee impacts. Additionally, the council discussed potential long-term lease or sale options for city-owned properties on West Gray Street to Factory Obscura for an immersive art experience, seeking input on the terms and conditions.
Financial Matters
Water Rate Increase
Rate increase is needed for Advanced Metering Infrastructure (AMI), disinfection, operations & maintenance (O&M), and pipe replacement. The city is projected to be $2 million down on revenues for January-June due to a delayed rate increase.
Water Connection Fees Review
Review of the existing water connection fee of $1000. Three alternatives were presented: augmentation ($3180), additional wholesale water from Oklahoma City ($2010), and new wells ($2150). These are maximum supportable fees based on data.
Wastewater Connection Fee
The current wastewater connection fee is $275, in addition to an excise tax. A future review of this fee is planned.
West Gray Street Property Purchase
The city purchased the properties at 101, 112, 113, 115, 116, and 118 West Gray Street in 2011 for municipal purposes.
